This is surefire. Works everytime.
If you see an article claiming men are better at something than women. Just scream that women are simply underrepresented in that field of endeavor.
Like the civil rights movement of the sixties, this assertion implies women are being kept out via segregation; that they are somehow being deliberately prevented from participating (by men, of course).

Make sure the area in which you cite the need for a quota is one of power and influence. Say editors, political advisors, and on and on.
We don't need parity in asphalt paving or sewer maintenance or the like.
